Workflow criteria

Hi, I am a newbie to salesforce I want to know why we cannot cannot add atime trigger to the workflow criterie "created and edited"

"Create" operation happes only once, "created and subsequently met the criteria" happens rarely i.e. only when the record meets the specified criteria during the update operation. But the "created & Edited" happens very often. This will trigger the workflow rule and its actions to execute during every update. Hence to avoid the organization's time trigger to do unnecessary repeated calculations whenever the record's criteria has not met during every update, it would have been implemented this way.
