  1. Check whether "Edit Task" checkbox is enabled for the user profile under system permissions.
  2. Take a look on your org wide defaults of 'Activity', check if it is private or controled by parent. If  it is private then only the owner of the user will have rights to edit record, else check if the onwer of the task should be the owner of the parent record.
