Error: Organization Administration Locked

What does the following error mean
 "Error: Organization Administration Locked"?

Hello Aishwarya,

Salesforce usually locks the org for some time if there is some backend processing needs to be done for your changes. Commonly observed when running heavy batches, tests, changes in user admistritation, etc.
