Data.com functionality

What exactly the "Duplicate management" functionality in Data.com ? is it gonna stop users when entering duplicate records in their SFDC instance ??

Duplicate management allows users to stop creating a duplicate records at the same time it follow the role
 hierarchy. It means above hierarchy user will not be able to create duplicate record. they have to select existing record if there, while lower hierarchy will be able to beacsue he cannot see the above hierachy records.

@Amit : ohh.. If it follows the role hierarchy, then we cannot achieve the actual functionality of de-duplication right because the record created by lower hierarchy might be duplicated one as he might not able to see the existing record which was created by his above hierarchy.
