Setup link won't hide for general users

Hi, 

I have unchecked "View Setup and Configuration" from the system permission for all the profile except the System admin. It is still showing up when I log in as one of the user. 

How do I hide that?

Confirm if you have set both the below perms to false:
Disable "View Setup and Configuration" from the users' profile(s):
Setup > Manage Users > Profiles > (Profile Name) > Edit > View Setup and Configuration
Setup > Manage Users > Profiles > Profile Name > System Permissions > Edit > View Setup and Configuration
