Instead of uploading a .csv file via data loader, I'm interested in knowing if we can receive a file in Salesforce via FTP and have it load automatically. It was suggested that we might be able to do this via command prompt and via scheduled.

Has anyone done that before?

Nancy, have you considered using  Dataloader.io (https://dataloader.io/) ? They provide ftp connection and scheduled jobs on a specific import task.
