Hi Sridhar,

Salesforce allows you to create tabs for the following -->

Custom Object Tabs
Web Tabs
Visualforce Tabs
Lightning Component Tabs
Lightning PageTabs.

I guess you here are referring to custom object tabs, so in order to create a custom object tab, you must have a custom object created in your org, then only you can create a tab for that object.
