Request to enable person accounts in developer org
Hello,
Per Salesforce Support, this is the way to request enabling Person Accounts in a developer org. Please let me know how to get that taken care of.

If Person Accounts is not available, please contact Salesforce Support by creating a new case from Help & Training. If using a Developer Edition, you can also call Salesforce Success.

This perm is something that support can activate at the backend for your Org.

I was not able to create a case, I assume because this is for a Developer org. I found the same link you posted, which suggested to call Salesforce Success for Developer orgs. When I did that, the support person directed me to post this question here in the forums and await someone to contact me.
I can confirm this is enabled by Salesforce CRM Team.
Can you please give me the case number that you have created or new case for this request. I will make sure this gets routed to the right team.
You can also reach out to the AE of your Account to have this enabled.

As I understand, Salesforce does not support Developer Org.with "Person Accounts" feature activation. Is there an alternative to enable "Person Accounts" in developer org?
