I need to create the visualforce page for wikipedia user interface page i,e for the url : https://en.wikipedia.org/wiki/Lakshmana

Can someone help me in creating the Visualforce page for the url: https://en.wikipedia.org/wiki/Lakshmana

You can use the OOTB feature and embed the link https://en.wikipedia.org/wiki/Lakshmana in a tab.

Unless you have specific requirements, a VF page is not needed.
