User can change contact owner in Classic, but not in Lightning

I have a user who change change the contact owner on the contacts that he owns in Classic.  However, when he's in Lightning Experience, he doesn't have that ability.  See screenshots below.  How can I fix this?

The access and layout is OK.  

I have the Change Contact Owner in Lightning, but not this user profile.  As I said, this user profile has the Change Contact Owner in Classic, but not in Lightning.

I encountered the same issue.  Once I added View Setup and Configuration permission, the user had the ability to change ownership in Lightning.

I added it to a permission set, so I could more easily remove the permission once the issue is fixed.

My user has modify all access on case obejct. But still gets insufficient privilages when tries to change the record owner. Any comment on this?
