hey i have one formula field what it mean plz help me

Looks like this is a custom formula created for reporting purposes. Essentially it is doing the following. 

If DeveloperName is not = 'Link' & Current Tamper Level Pick List is not = "" & Developer Name is not = 'Link" & Start Mode Pick List is not = 'Disabled', then 1, if any are true = 0.
