I am trying to find my recybcle bin in my Dev edition. Want to restore a workflow and rename it so I can re-use the case name for a Trailhead excercise. Can someone help?

The Recycle Bin link in the sidebar lets you view and restore recently deleted records for 15 days before they are permanently deleted

You can search Recycle bin with below step :-

Go to any of your objects tab and you could see it at the left most side
OR
Login into your Salesforce org and just replace the URL in address bar with 
https://na14.salesforce.com/search/UndeletePage

where you may need to replace na14 with the instance you see it in your URL. It may be na12,ap1 which you could see in the address bar once u login into your Salesforce Instance

Recycle bin is not used to restore the workflow that is used for record only

Hi, The workflow cannot be recovered.  The recycle bin holds the data of the record and not the metadata.

Click on any object and your recycle bin appears on the left margin.
