Bugs in Salesforce API

How to file an issue to Salesforce bugs?
Is there way directly contact with developers or some mailing lists?

Salesforce known issues (https://success.salesforce.com/issues_index) section list all the known issues reported by different customers so prior to reporting new one make sure you check this website and if you find same issue with your org you can click on This Issue affects me button as shown below

and track status later but if you don't find your issue listed here is the answer from FAQ

What Can I do If I Do Not See My Issue Here? How Can I Report a New Issue?

Contact Salesforce Support if you have questions about an Issue affecting your Organization which is not listed here.

Issue not found in Known issues database. Unfortunately.

But when I am trying to create issue, it doesn't allow me login to Help home (https://help.salesforce.com/home). Could it be because of that I'm using developer account?

Hi Marat,

What you need to do is. Please raise a case in salesforce from your production org. They will check that is a bug in salesforce or not.
If that is a bug in salesforce then they will add that bug in know issue database and will provide an alternative Solution.

If you are working in Developer org. Then please raise your issue in developer forums .

Hi Amit, unfortunately I dont' have production Salesforce. I'm using it only for development.
