Just wondering why the Data Loader has been developed as a Software which needs to be installed on desktop? Why it couldn't be developed as a Cloud App?

Informatica Cloud
....there are many
And Salesforce introduced Apex Data Loader in the initial stages, may be they want to continue the same as client side application and all other Cloud Data loaders as a AppExchange apps.
