Not able to activate approval process,after following all the steps mentioned in trailhead

Create an Approval Process

let’s create our own process that ensures a manager approves opportunities that are discounted more than 40%.

Hi Ravi,

Go to
Set Up> Workflow & Approvals>Approval Processes.

Choose your object (Opportunity) from "Manage Approval Processes For" picklist.

There you can see the list of Active & Inactive approval processes.
Activate the approval process there

It seems that you have not yet defined any Approval Steps.

From the list of Approval processes, click on that approval process.
Then create New Approval Step.

I am experiencing the same issue. The button is available to push, but when I hit 'Activate' or 'Delete' nothing happens. No errors, just nothing.

This was a cache issue. If you close your browser completely, and then re-open Salesforce you will be able to Activate the process. Or try a different browser.

Unable to delete or add Approval Process Step

DescriptionAdministrators are unable to add or modify approval steps after the approval process is activated.
ResolutionThis is the expected behavior for the approval process.

This is the workaround available:

To remove or add an Approval Step in Classic:
Click Your Name | Setup | Create | Workflow & Approvals | Approval Processes.
Find the approval process
Deactivate this Approval Process 
Use the "Clone" button (from the approval process detail page) to create a new similar inactive one.
Then use the "Delete" link for Step 2 before activating that process.
Once the approval is completed activate it again.
To remove or add an Approval Step in Lightning:
Click the Gear Icon | Setup | Quick Find box enter Approval process                         
Find the approval process                                
Deactivate this Approval Process 
Use the "Clone" button (from the approval process detail page) to create a new similar inactive one.                                                 
Then use the "Delete" link for Step 2 before activating that process.                                
Once you are sure that the approval is completed activate it again.  
Note:
This should not affect the current records that had been submitted for approval prior to deactivating the approval process.
The records that were submitted with the old approval process will not reflect the changes done to the new approval process, they would have to be submitted for approval again using the new approval process.

Hey guys I finally found it . Its because of your org button and actions are rolled out . 
TO recover
in setup , Lightning transition assistant in optimize phase there's a option to scan for javascript button and action , run both scan , It takes 30 mins to complete the scan . After completion ,all buttons and actions are recovered and activate works.
