how can i achieve this

1)consider there are multiple users with same profile with all permissions enabled on an object (create, edit, delete etc). how can i remove delete permission for 2 users out of them?

Pathi,

You can open up access using security feay=tures however, can't restrict users using the same.
I would recommend you to close the create/edit/delete on the profile and then use permission sets to give delete access to the 2 users you wish to give access.
