Take a look at Facebook's various plugins to see if they'll work for you (Here's a URL to their comments plugin here: https://developers.facebook.com/docs/plugins/comments).  You get quite a bit right out of the box.

If you need something more customizable, you'll need to plug into Facebook's API.
