Can't get image to display in Text Formula field

I understand how it is supposed to be done, but I can't make it work.  I have reduced it to the simplest case and still can't get an image to display.  What might I be doing wrong?

Here is the image in my Documents tab; id is 0153600000LS5v.

Here is the simplest formula I can write:

Field-level security for the formula is set to visible to all:
User-added image

But only the alternative text gets displayed:

Well, it seems that leaving the domain out of the URL only works when done from a production organization, not from a sandbox or a Developer account.  Which defeats the purpose of portability.

Well, I finally got it to display, but only by entering the full URL, i.e.:

User-added image
Does this make any sense??
