For now, a possible hack could be Download a CSV and send an email but that requires some manual activity.

You can scedule a report without giving them access to those report folders. You can have a running user and create a report and send emails to the users that have a salesforce account associated with it. For more details go to the following link.
Thanks for your answer.I have a small clarification, Say for example, I'm having xyz report folder which has 5 users who has access to it. While scheduling the report for future runs, will I be able to schedule that report for the user who is not from the 5 users??

One more clarification if I specify the user for schedule report future run who has access to that report folder and later remove that user from the folder, will that report be still scheduled for that user??
