Where are outbound and inbound change sets?

They are not in setup menu. DO NOT RESPOND SETUP QUICK SEARCH!

Hi Matthew,

Yes, you are correct. Outbound and Inbound change set reside under "Develop" section in setup. 

If you are unable to able Change set, this might be issue with your profile permissions.

you wont find this in developer account. It is present only in your sandbox and production org.
