As per Salesforce, the system limits the number of messages sent for a single user to five per hour. Once the hour is up you will wait some time and try again.
The issue still persists (it is a developer account) could you please share your DE username. So that I will look into the login issue.

Please click on the use a different method link and follow the steps. You should get an option for email verification. Hope it helps.
You could login using a different user if you have created one in your org.
Fortunately i had created two administrator user account in my org. I don't think i would be able to recover my org if this wasn't the case.
