update user email id's

by using dataloader mass updating user's email address, but it's not work,
i want update bulk user email id's without Sending Email Notifications.what is procedure. pls give suggestion

Anil - you can disable email for the entire organization temporarily by navigating to Setup | Administer | Email Administration | Deliverability. Then change the Access level to "No Access" and save.

Is there an updated solution to this? This solution doesn't seem to work any longer. It prevents the email notification from being sent, but it doesn't allow the email addresses to be updated without the user's consent.
