how do I name a report...?
Name the report 'High Value Opportunities' and save it to the 'Unfiled Public Reports' folder.

First, yo have to create a New Report in Report Tab. You select object type, make the report and at the end, Save. Here I add and screenshot. I hope this resolve your issue.
