ABC XYZ 39 Workflow not triggered for records loaded from data loader...Any idea why this is happening?

There are lots of reasons. First, are you triggering them with just the IDs? If not, be sure the change you are uploading properly reflect the trigger criteria. If your criteria looks good your can verify it by removing all criteria and just try triggering the records you know should run with an ID only update. If they fire that way, you know it's your criteria. The next thing you can look at is time based workflow. Uploading IDs won't trigger an updated time based workflow if one already exists. You'll need to delete the waiting workflows before updated ones can be spawned.
