Does field update in Approval process skips validation rule ?

The issue is :- 

There is a Validation Rule on Account which fires when the stage is changed from New to Open.

And there is an Field update in Approval Process on Account which changes Stage from New to Open but the Validation Rule is does not fire.

Does field update in Approval process skips validation rule ?
