Picklist value Deployment from sandbox to another

I want to deploy custom picklist value from one sandbox to another, I am using change set but it not working . 
Any suggestion.

Nitin,
The dependent relationships between picklists should come over with the change set. Make sure you include all the relevant components in your change set:
- custom picklist fields
- page layout(s)
- record types (if you limited picklist values based onr ecord types)
