We figured out while configuring an external solution (that we granted access to our system through OAuth) that while configuring the users who are supposed to use this solution, the Community users where listed with First and Last names and email addresses.
Community users are external people. Such records should not be visible for externals.
Isn't this a data privacy topic?

The external sharing settings for the User object are set to private.
I opened a case with gthe support team and have been informed that this needs development skills.
This is the reason why I am asking my question here.
