I have a scenario where I need to send an otp whenever a customer creates an account via create an account option from the login form. Is there any way to implement this function in IDP (Salesforce as an identity provider). If not, then how can I implement this.

We are currently building a webservice which is using standard wsdl. The mediator calling sfdc is not able to hit the SFDC with the endpoint url but are able to do so with the IP address. They are using a DMZ Mediator tool. We would like to know if there is a way to extract the IP for a salesforce org and is there any chance if that this IP will change in future?
