No connection could be made because the target machine actively refused it

While logging into the salesforce through a webservice, I am getting an exception
 
1. A first chance exception of type 'System.Net.Sockets.SocketException' occurred in system.dll
Additional information: No connection could be made because the target machine actively refused it
 
2. A first chance exception of type 'System.Net.WebException' occurred in system.dll
Additional information: The underlying connection was closed: Unable to connect to the remote server.
 
The code was running fine for few days and suddenly, it started giving this error.

System.Net.WebException: The underlying connection was closed:

Hi all,
When i login to the SFDC i get this error very frequently "System.Net.WebException: The underlying connection was closed: Could not establish secure channel for SSL/TLS." Please help me, this is urgent.
