Meaning of INVALID_CROSS_REFERENCE_KEY

I've read the doco about this but will I also get this back from the SOAP API when I try to update an account object with an ID that does not exist?
I'm testing in a sandbox environment with an AccountID from our production environment.

Oracle

I am looking at updating to.from an oracle database.  We are looking to update the accounts/opportunity/contacts table from salesforce to an oracle database and also from oracle to salesforce.
 
Is this possible and how do I go about starting to achieve this?  Any help is appreciated.
