Salesforce.com sends the same outbound message repeatedly to my web server

How do I stop Salesforce.com from sending the same outbound message repeatedly to my IIS web server?
An SFDC administrator refered to this problem as message echoing.

SandBox and Enterprise API

I'm curious if anybody has had issues trying to login to the API using the sandbox account? I can connect to the Apex Explorer with my login and token, but no luck logging into the API. Any help is greatly appreciated.
