HowTo: Getting SFDC User listing when Settings & Config set to HIDDEN?

How do we read customer data, and get the list of SFDC users and their SFDC profile data, from an instance of SFDC Unlimited, that has the Settings and Configuration option set to Hidden?

getUserInfo returns a ProfileId of null

I am trying to get the ProfileId for the current user using getUserInfo but it always returns null. What would cause this to happen?
