I'm trying to create web links through the Partner API, and I would like to add those links to page layouts. Is this possible through the API?

I'm trying to create an external "wizard" that builds integration points between Salesforce and our external application.

I tried the PHP demonstration of Byrne Reese out. This, so far, only supports querying. I ask myself whether there are already extensions which allow to create, delete, update? Is that still to come? Each ìnfo/advice is welcome.
