Could I restrict access on custom object rows not whole object or object fields?

For example:

if I have Workspace custom object and three instances(rows) within it then could I give access to "row two" but not to "row one" and "row three" to a specific role or user?

Could I create custom object through the API call (webservice or Apex) but NOT through the user interface?

E.g. we can use Setup --> Build --> Custom Objects --> New Custom Object button for this purpose. Could we do the same through the SF API?

 If yes then how?

Is it possible to change the default currency symbol ($)? E.g. if my CRM uses euros then could I display the currency with euro currency sign in SalesForce?

I can also rephrase this question as "Does APEX support localization / globalization?".
