I am trying to build a .net application using visual basic.   The instructions tell me I have to use visual studio.  Is Visual web developer the same thing?

Can any one point me in the right direction?  I am looking to use classic ASP to create/Update leads via a custom web form.  We need to do more than just the salesforce task after we collect the data from the web form so I need to have total control after the user hits the enter key.
