How do I create a controller, usually it is to the right of the Page Editor select button when developing but it no longer exists, where do I go to create the controller?

Does anyone have this file it is not on the download page, it is the RecruiterApp-3_0.zip from the Fundamentals book. If someone could email it to me or show me where I can get it that would be great!
