We are currently in the process of finalizing a web-to-lead functionality between our company website and our Lead object in Salesforce.  We would like a small group of 5 users to have leads assigned sequentially among them.  We are looking into the Round Robin rules to accomplish this for us.  However, we ran into one difficulty.  When one of our Salesforce users in another department enters a lead, we are unable to exempt these leads from being assigned a Lead Number.  This is preventing our group of 5 users in the queue from having leads assigned evenly.  Salesforce support was unable to find a work-around for us and forwarded us to the appexchange.

We have looked into the four appexchange applications which result from a search on "Round Robin Rules".  The first option created by force.com labs seemed to be designed for case assignment only.  The other three options unnecessarily re-routed the leads through their system.

Does anyone have a suggestion as to how we could accomplish this without an elaborate and expensive add-on application?

Looking to locate a local (Cleveland, Ohio) resource for potential small, ad hoc development projects.  Current need for a quote to design a Web-to-Lead form.  Please reply with your background and contact information.  MUST BE LOCAL.
