The email folder for email templates is missing from "Add/Remove Metadata Components" in the Force.Com IDE Winter '12 edition (23.0.1.201111041306).  Was this removed?

How much time does it take to refresh a full copy sandbox??? 

I refreshed the full copy sandbox two days back and it is still going on. 

Can anybody reply as soon as possible. It is quiet  High Priority issue for me.
