How to upload xml file through visual force in vf page ??? can any one help??

          I NEED TO INSERT A  ACCOUNT WHILE  LODING VF PAGE ,SO I HAVE WRITTEN SOME CODE BUT ITS GIVE ERROR PLZ FOLLOW THIS
