I'm new to salesforce development and trying to install Force.com IDE and getting below error

Artifact not found: http://media.developerforce.com/force-ide/eclipse42/content.jar.

Any suggestion or help.

We have got data coming into Salesforce via Bulk API . After the import it created hundreds of job and its very hard to go through all the Job Id and look at the records which didn't process correctly or Error.

Is it possible to Query this Bulk Data Load Job page or Bulk Load tables in Salesforce?

I have got 3 custom object. One custom object "Account Plan" has lookup field to other objects.
After having the account plan I can see the related list values. I also confirmed this by extracting records via DataLoader.

Now when I run the report I can't see the newly created records. I got "Allow Reports" turned on all custom objects.

any idea?
