Does anyone know how I can set up my approvals so that users dont have to click the "submit for approval" ?

Hello I have a multipicklist where my team can select several projects but there is a project in particular that if selected nothing else can be selected. Salesforce cannot prevent this because it would not work with a validation rule, looks like a need conding. Can someone point me in the right direction?
