Account Owner value change on the Accounts object

On the Accounts object. how to allow the user to change the "Account Owner" field. when we creating the account, Account Owner value is diaplyaed and not editable.

we are loading the data using Jitterbit. some when load the bulk data most of data is rejected by geeting the error message: unable to obtain exclusive access to this record from salesforce. How to fix this?
