cannot activate Lightning in my Force.com IDE

i try to use Lightning Components. i went over the steps describe in the following guide:
https://developer.salesforce.com/trailhead/lightning_components/lightning_components_creating

From Setup, click Develop | Lightning Components

but that option does not exists for me.
what am i missing?
