Fetch picklist values through SOQL query?

1. Is it possible to fetch all the picklist field names along with the picklist field values available in Salesforce? Is there any object available in salesforce to query picklist values? Eg: Select Name From Picklist_Table ?
 
2. Using SOQL query is it possible to fetch the picklist values? instead of using getDescribe().getPicklistValues() through apex ?

How to get feed updates on Chatter desktop?

Hi,

On Standard/Custom object, Feed Tracking is enabled on the desired fields,
so any updates to these fields will be displayed in the salesforce chatter, for this, user should login to the salesforce org/application,
Is it possible to display the same updates on the chatter desktop, without login to the salesforce application explicitly?can anybody answer?
