Basically, the highlevel steps are
> Create a partner login
> Request an Environment Hub for business purposes
> Connect your Dev Hub or Packaging Org to the Partner Console
> Set up a provider profile
> Create a listing for the app or component
> Submit the app or component for security review
> Once the app has passed the security review, it can be published on AppExchange
