secure your users' identity

Can you help me on this? I have tried over and over! I get this error message on this Trailhead "Secure Your Users Identity":

Can't assign permission set Trailhead to user Sia Thripio. The user license doesn't allow the permission: Manage Two-Factor Authentication in User Interface

Any Ideas?

Make Sure your Permission Set License and your User's Profile license is same in below case it is "Salesforce Platform"

I am having problems with the same trailhead.  I was able to log in as Sia, but I am unable to get the desktop to prompt me to connect Salesforce Authenticator to Sia's account.  Why might this be?  Is it possible I accidentally already connected it somehow?  Is there a good way to tell if I have done this?
