Rich Text Field on Site Public Page

When I try to display a Rich Text Field on a Visualforce Page on a Public Site, it does not show.  How can I get it to show?

did you enable the field level security as visible for your site and granted the read access to your site?

(sites>public access settings)

Also, it looks as though from the Site, you cannot upload the image...only post an image URL.  Are there any tags to allow for the upload on a site page?
