I'm new to Salesforce lightning and came across a req where we need to customize the 'Welcome Mat ' functionality and assign it to certain profiles. Can anyone please help me out on how to achieve this.

Can anyone explain step by step process that how to create this component manually or into the org and how to upload to the server ?
