I have uploaded my managed released package. now i want to start security review and for that i need to start review in appexchange publishing console but i am not able to see my new package there. do i need to follow some step to see my package in my appexhange ID ?

I have 82% code coverage in my dev org, when i am trying to upload my same package, it says 'Package upload failed' with below error .
all my triggers have some code coverage and all test methods have been passed successfully as i 'run all tests'.
"Average test coverage across all Apex Classes and Triggers is 58%, at least 75% test coverage is required."
Please help me out.
Is 'seeAllData=True' notation has any impact on this isuues? because i used 'seealldata' in some test methods.

              i am new to salesforce, i am having problem for creating trigger for email . i have created support page  and given option to add notes and attachment (related list). if any one attach any file i want to notify user and me through email . as far as i know you cant create workflow for that, so please help me.
